Jesus had just fed five thousand people, and then He made the disciples get into the boat and go on ahead while He went up the mountain alone to pray. The wind turned against them, and Matthew says the boat was a long way from land, beaten by the waves. It was the fourth watch of the night — somewhere between three and six in the morning, the coldest, longest stretch. He had been praying on the mountain the whole time, and He knew exactly where they were. So He came, walking on the very water that was terrifying them. Their first reaction was more fear, not less: they thought He was a ghost. His answer was His own name — 'Take heart; it is I' — literally, 'I am.' He did not still the storm from the shore. He walked into the middle of it to stand with them.
